There is no doubt in anyone's mind that 3v3 is neglected as a mode. Riot very rarely update it, and the only times they actually do is to address issues, or to bring the mode up-to-date with the rest of the game. This is a criminal move; Riot succeeded in making 3v3 into a fun and engaging mode, and the introduction of ranked queues at the beginning of the season has brought about a small yet passionate community of players.
